Abstract : A Case Study of General Elections 2004

The systematic approach to manage elections is very difficult as it is a time bound work. District Administration has given a view that whole process will be in systematic manner with the usage of computer when & where it will be required.  NIC Kanpur Dehat has played a vital role in implementing various ideas placed by District Magistrate on the road path of success. The whole process was divided in various steps.

Achievements : Systematic arrangements made by District Magistrates.

1. No of repolls - NIL

2. All the Sector Magistaes (Mobile/Static/Reserve) got Flat DA/TA in advance.

3. Errors by Computers - NIL

4. If disturbances occured the management of DM provides quick reach of Sector/Zonal/Police in time.

5. Complete Radomisation of employees posted in district along with the error free posting to polling stations.

6. Vehicles got computerised Bills,with calculated amount of fare,rent and fuel details.

7. EVMs database generated which created consistency in the data all over the district.

8. History created by District Magistrate in Kanpur Dehat.

The whole process has various levels of data entry, data modification, data deletion and query as well as reports.

4. Database for Ballot Unit No/Control Unit No/ Green Seal/Strap Seal/Ballot Paper No/Tender Vote No etc.
5. Database for Vehicles used during elections.

2. Duty order of Etawah Polling Personnel.

5. Decoder for All the Employees.
6. Report for Polling Stations.
7. Report of Facilities at Polling Stations like Near to road, Toilets etc.
8. Report for Mobile Sector Magistrate where it contains His Area Details like His Name, Designation, Address, Loksabha Name, Vidhansabha Name, Polling Station No, Polling Station Name, Polling Station place name, Village coverage, Tehsil, Police station, Sensitiveness (Sensitive/Super Sensitive).
9. Report for Mobile/Static Magistrate for all the included employees in his sector.
10.Report for Zonal & Super Zonal for the included sectors and all the avove said details for his Zone/Super Zone.
11.Printing of Stickers for EVMs 12 Stickers per Polling Station. Printed Stickers were 9000 approx.
Radomisation of Polling Parties.
12.Vehicle database creation and the distribution of diesel by the use of computers.
13.Counting deployment of employees.
14.Various Stickers printed from time to time.
15.ARO wise list of Sectors (Mobile/Static/Reserve)
16.ARO wise list of Items distributed from different counters.
17.ARO wise list of EVMs.
18.For SDM's Tehsil wise list of polling stations.
19.Counting Duty Orders and the table wise employee deployment.
20.Various labels for tables,chairs and trucks/buses.
21.Randomization Charts to be used for randomization.
22.Various Checklists.
23.Counting Datasheets for each ARO
24.Support at RO Table
25.Support for Obervers for their reports to ECI.
